Testimony at the Madlanga Inquiry into police corruption reveals efficient policing under the Ramaphosa administration has all but collapsed. Senior police officials are implicated in corruption or linked to organized crimes figures. The consequences for citizens are dire.
Law-abiding citizens are paying a deadly price for the ANC’s cadre deployment policy. Rampant corruption, gross incompetence and brazen criminality has paralysed the SA Police Service (SAPS) to the point it is incapable of fulfilling its law-enforcement duties.
SAPS was allocated R120,890 billion for the 2025/26 financial year. SA has the eighth largest police force in the world with 188,000 members. Yet, 13.2 million criminal cases were closed without resolution. Most SAPS criminal cases are not prosecuted by the NPA.
Apart from appointing commissions of inquiry and task teams, President Ramaphosa has done little to combat the staggering rates of public sector corruption, including addressing the shocking lack of intelligence based policing that produces measurable results.
Ramaphosa’s corruption ridden administration has degraded the country’s democratic institutions and transformed the country into a mafia state. Organised crime detects the weaknesses in law-enforcement and is taking full advantage of the country’s vulnerabilities.
Section 205(3) of the Constitution makes provision for the duties of the police as follows: “to prevent, combat and investigate crime, to maintain public order, to protect and secure the inhabitants of the Republic and their property, and to uphold and enforce the law.”
More importantly, the Holy Scriptures in Romans 13: 1-7, declares, civil government is instituted by God to be “a terror not to good works, but to evil…He (the authority) is God’s minister to you for good. But if you do evil, be afraid; for he does not bear the sword in vain; for he is God’s minister, an avenger to execute wrath on him who practices evil.”
The ANC led government and SAPS have clearly failed in its God-ordained duties and constitutional obligations. Crime and corruption are out-of-control in SA – instigated by ANC cadres in authority. Thus, the ANC is a terror to good citizens and a friend of evildoers.
Investigative journalists reveal, ANC officials in JHB’s City Power is extorting millions from contractors to fund political activities. The ANC ran the City of JHB into the ground. City Power ran up debt of R16.3 billion that ANC mayor, Dada Morero attempted to conceal.
Suspended Mpumalanga provincial police commissioner Daphney Manamela publicly accused the national police commissioner, Fannie Masemola of protecting corrupt officers. Manamela is charged with maladministration, nepotism, abuse of power and other crimes.Ekurhuleni Municipality deputy police chief, Julius Mkhwanazi was arrested in a “corruption crackdown” recently. He allegedly deployed officers for an armed robbery. The ANC run Ekurhuleni Municipality is mired in staggering rates of corruption and mismanagement.Ekurhuleni Municipality paid more than R100 million of taxpayer money to a shadowy Limpopo company for chemical toilet contracts. Auditor, Mpho Mafole was assassinated during his investigations of this contract that does not meet stringent tender requirements.
But most concerning for citizens are the growing number of politically linked assassinations of professionals in SA. Ten professionals were murdered recently but the masterminds who ordered the hits were never identified or apprehended – suggesting political protection.
The media reports, two of the most senior police officers in SA, Lt General Shadrack Sibiya and Major General Richard Shibiri oversaw investigators who sat on critical evidence for two years – linked to the 2023 assassinations of liquidators, Cloete and Thomas Murray.
The alarming increase in “express kidnappings” also exposes the lack of effective intelligence-based policing in SA. Robbery linked abductions have reportedly increased by 264% over the past decade and is prevalent in ANC run provinces like Gauteng and KZN.
It is clear the ANC led government has failed its constitutional obligations to uphold law and order and protect and secure the inhabitants of the nation. In fact, ANC cadres actively contribute to the out-of-control crime spree that is undermining SA’s economic recovery.
It is obvious the ANC is incapable of governing a modern democracy like SA. It is unable to maintain law and order, reign in corruption, develop policies that spur economic growth and increase employment – and manage a quality health and education sector that delivers.
Ramaphosa refuses to engage the media. He does not take questions from the press because he has no credible answers. He is aware his corrupt regime has failed the SA people. The ANC remains in power for the ANC’s benefit. The people must vote them out.
