The Shaking of the Foundations: A Grip of Cold Bureaucracy
Can you feel it? The subtle, chilling grip of a cold, bureaucratic hand reaching for the sacred space of the altar. This is not a matter of mere politics or administration; it is a spiritual battle for the very breath of the Church in South Africa. We stand at a watershed moment, edging toward a model where the state seeks to license, fine, and ultimately shut down ministries. We are seeing the shadow of what happened in Rwanda, where thousands of churches were silenced and closed.
This is not oversight. This is overreach. This is the attempt to fit the boundless Spirit of God into a governmental cage. It is an aching, visceral threat to our faith. We must ask ourselves: Who holds the keys to the Kingdom–Caesar, or Christ?
Part I: The Immutable Mandate – The Jurisdiction of the Spirit
The authority of the Apostle Peter rings out across the centuries, giving the definitive answer when faced with persecution from the ruling powers:
“We ought to obey God rather than men.” (Acts 5:29)
This establishes the absolute limit of civil government’s legitimacy. The Church’s sovereignty over its internal spiritual life–including the calling, training, and discipline of its ministers–is non-negotiable.
The Assault on the Great Commission
The CRL’s proposed Section 22 Committee wants to create a “peer review council” with the power to impose mandatory training and restrict the activity of pastors. This represents a direct attempt by the state to define who is qualified to execute the divine commission of ministry and proclamation.
We must understand the spiritual weight of this threat:
“All authority in heaven and on earth has been given to me. Go therefore and make disciples of all nations…” (Matthew 28:18-20)
The Great Commission is Christ’s final, absolute command to His Church. When a secular body attempts to place mandatory, human-defined qualifications–such as state-approved theology degrees–on this command, they are not regulating crime; they are attempting to license the anointing.
Our spiritual operation is accountable only to God. The authority to preach Christ is the non-negotiable mandate of the King.
Part II: The Visceral Injustice – The Flaw in the Foundation
The proposed regulation is rotten at its very root, revealing procedural failures and a core denial of justice that stands in direct opposition to God’s standard of perfect order and truth.
1. The Ultra Vires Deception: Operating Without Authority
Legal challenges currently allege that the Section 22 Committee was established without the legally required formal resolution or approval of the full CRL Commission. This means the Committee would be deemed “unlawful from the beginning” (ultra vires).
The enemy’s ancient strategy has always been to operate through unlawful dominion.
“He was a murderer from the beginning, and does not stand in the truth, because there is no truth in him… for he is a liar and the father of lies.” (John 8:44-48)
An unlawful act from a body entrusted with upholding the Constitution is a spiritual assault on order and truth. We must use the legal system to expose this lie in the foundation.
2. Acting on Untested Hands: The Shame of False Witness
The Council suggests they can restrict activities or impose fines even on the basis of untested allegations of illegal activity. Can you hear the ache in that word–untested? This tramples the principle of audi alteram partem (hear the other side).
God’s judicial standard is designed to protect the upright in heart from the spiritual consequence of false witness:
“My shield is with God, who saves the upright in heart.” (Psalm 7:10)
The willingness of the CRL to act on a standard lower than the Divine Law is an invitation to chaos. We must demand that the civil law stands as a shield for the innocent and reject this system built on suspicion.
3. Constitutional Discrimination: The Targeted Litmus Test
The CRL’s constitutional mandate extends to all communities. Yet, the Section 22 Committee has selectively chosen to target only the Christian sector. This singular focus is not oversight; it is a targeted spiritual assault.
This is discrimination and a potential breach of Section 9 of the Constitution (Equality) , proving that the regulation is a litmus test designed to test the resolve of the Church, not to ensure justice for all citizens.
Part III: A Geopolitical Warning – The Chains of History
If we need a raw warning, we only need to look north. Seemingly benign administrative rules are swiftly weaponized into instruments of state suppression.
- Rwanda: Laws requiring theology degrees led to the mass closure of approximately 9,000 churches in 2018.
- Angola: Registration laws demand 60,000 notarised signatures across all 18 provinces–an impossible barrier. The result? Approximately 2,300 churches were shut down.
The lesson is visceral: Mandatory accreditation and onerous barriers are known bureaucratic precursors to large-scale religious suppression, designed to choke the life out of the Body of Christ.
Our Final Mandate: Unity and the Unshakeable Defense
The call from Christ remains our deepest source of strength:
“By this all people will know that you are my disciples, if you have love for one another.” (John 13:35)
This is the hour for the entire Body of Christ to stand together in tighter unity.
- Pray with Fire: We must continue to pray against state regulation and mobilize for unity, ensuring clear, rapid communication at the provincial level.
- Leverage the Legal Firewall: The High Court application targeting the ultra vires argument offers the fastest route to nullify the entire process. We fight for the rule of law to protect the Law of God.
- Embrace True Self-Regulation: Our superior defense is voluntary, community-driven accountability, such as the Religious Freedom Charter and Code of Conduct.
The CRL’s proposal is conclusively illegitimate–procedurally flawed, substantively unconstitutional, and historically dangerous. It leaves no legitimate room for compromise or negotiation.
We must shut the lion’s mouth. Let your heart burn for the lost, and let your unified stand ensure that the Hand on the Altar is only the Hand of God.
